Panelist Travel - Foreign Traveler Guest vs Fedtraveler

Background: Foreign panelist is profiled in Fedtraveler.  Confusion is determining if they are being paid from Guest funds (because their travel arrangements are made thru Sato), but must have a Fedtraveler profile?  DAS Travel advises that funds are obligated under GUEST.  Have the traveler call the SATO Panel line at 800.817.5257 instead of the Fedtraveler/Sato line).    The ticket will come to DFM and expense against the panel ID, as normal.   For Fedtraveler, you will only need to obligate funds that are com, which include the Per diem/lodging, meals.
